is it possible to restrict payment to only Nigeria cards… International cards will not be allowed to be used to buy the products?
Or can I check card issue country before been charged…

In order to restrict card payment to a specific country, you would need to await response from an initiated charge, thereafter, you can check the country of the card in the data.card.country property from the response payload before you proceed to authorise the charge.
