Flutterwave card is rejected in a lot of websites

I want to offer the virtual cards to my customers but I see that the cards are rejected in the majority of websites and do not have 3DS integrated. For example Netflix, Facebook, PayPal, google pay (web), etc. What’s the cause?

Hi PayPal they say : Please contact your card issuer and my flutterwave account the transaction have this description MCC not allowed:
